        Mission/ Core purpose of the Job

        The General Manager, Technology Sourcing leads the Technology Sourcing Centre of Excellence which is part of the SCM CoEs at MTN. The position is responsible for leading and directing the various category managers within Technology Sourcing CoE for all category management related requirements

        The General Manager, Technology Sourcing reports into the Group SCM Head and is supported by the above stated leads. The position will interface with the Opco stakeholders and the Shared Services Hub (SSH) (not limited to) via Oracle workflows and non-Oracle workflows in order to ensure effective and efficient operations.

         

        Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA’s)

        Strategy Development and Implementation

        • Lead the creation of the divisional strategy in line with the overarching business goals
        • Ensure effective implementation of the strategy by means of providing direction, structure, frameworks, models, plans and roadmaps

        Staff Leadership and Management

        • Build and manage a high performing team by providing leadership, role clarity, training and career development
        • Source, induct and manage talent in accordance with legislative guidelines
        • Ensure open communication channels with staff and implement change management interventions where necessary
        • Provide definition of roles, responsibilities, individual goals and performance objectives for the team
        • Set KPIs and provide regular performance feedback through a well-defined and implemented performance review program
        • Develop and implement a training plan in order to build and develop skills within the team
        • Encourage knowledge transfer through the implementation of a knowledge transfer plan and drive continuous improvement philosophy through the knowledge transfer plan
        • Performance manage resources in accordance with HR policy and legislation where necessary
        • Actively participate in leadership team and develop skills of own team
        • Promote a ‘MTN centric’ and ‘partnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance

        Governance

        Strategic Meetings

        • Hold strategic meetings, ensure relevant participation and provide guidance and input in the various discussions
        • Drive enterprise wide transformation initiatives
        • Drive adequate risk mitigation and controls and elicit inputs from relevant parties
        • Perform evaluation baseline of Service Level Agreements (SLAs) and KPIs
        • Drive approval process on new initiatives
        • Provide relevant budget for internal projects
        • Prepare proposal on change initiatives SLA, policies and procedures

        Escalations

        • Escalate issues that will result in severe time, scope, productivity, and cost or resource impact
        • Manage and provide solutions to escalations that have multiple processes / functions impact on critical path of service delivery

        CoE Tactical

        • Review all projects initiated (internal or global)
        • Review and finalise objectives, targets and budgets for CoE as applicable
        • Review key risks, issues and dependencies and set mitigation actions
        • Develop and manage budget
        • Sign-off / make decisions regarding tactical changes
        • Chair tactical meetings

        Performance

        • Monitor performance and alignment with MTN global strategy
        • Ensure alignment between SSH, CoE and Opco
        • SLA approval and exception performance review

        Reporting

        • Report on a monthly basis to the Chief SCM Head (not limited to) relating to progress made within the division and in accordance with the measurement metrics set by the organisation
        • Report on an ad hoc basis on specific projects, as required

        Budgets

        • Develop and manage of divisional budgets in line with business objectives
        • Develop and manage project initiative budgets in line with business objectives
        • Ensure that the cost of operations is reduced, in line with a least cost operating strategy stemming from the business drivers

        Operational Delivery

        Guidance and Support Delivery Management

        • Oversee the design, development and maintenance of the strategies, framework and policies for technology sourcing
        • Lead the overall development and implementation of the SCM Technology Sourcing vision and processes
        • Ensure that the strategies, policies develop are institutionalised within MTN and the Opcos
        • Lead the drive toward standardisation of policies, guidelines and templates relating to SCM technology sourcing
        • Evaluate environmental variables and business market conditions to ensure that the best practices are in place in alignment with the business needs and strategies
        • Continuous Improvement to ensure solutions are globally relevant and sustainable
        • Oversee the design, development and maintenance of frameworks, templates and methodologies for procurement policy / process design in accordance with GMS
        • Consult and advise Opcos on market intelligence
        • Liaise with other SCM / Enterprise Asset Management (EAM) / Finance CoE counterparts for technology sourcing and related inputs and guidance
        • Manage the change elements for the Opco, from both a strategic and operational level
        • Communicate with management as a true business partner and provide a deep understanding of the role that a world class SCM technology sourcing practices can play in the development of the business
        • Build market intelligence and use this knowledge to ensure competitive advantage/strategies to counter competitors
        • Provide leadership, guidance, role clarity, training and career development options to build and manage a high performing, highly skilled procurement team that encompasses: technology sourcing & procurement, contract design and supplier management

        SCM Technology Sourcing oversight

        • Oversee the design, development and maintenance of templates for RFI / RFP / RFQ / Auction
        • Oversee the design, development and maintenance of category Needs and Spend Analysis
        • Oversee the design, development and maintenance of category development and sourcing
        • Drive leading technology sourcing practices to accommodate RFX for global categories
        • Oversee development of Corporate Procurement Standards
        • Oversee the design, development and maintenance of sourcing Master Data
        • Oversee the design, development and maintenance of templates for Purchasing Documents / Internal Sales Order / Purchasing agreements/ Purchasing Contracts/ Contract Terms and Deliverables
        • Negotiation and approval of global and high level technology sourcing contracts
        • Ensure supplier management aligned with contract terms and deliverables
        • Accountable to ensure proper supplier relationship and development management
        • Approval of standard processes for RFI / RFQ / RFP / Auction
        • Report Savings category wise
        • Finalise business case for various categories under technology sourcing
        • Publish and Communication of New / Revised Policy for technology sourcing

        Collaboration/Coordination

        • Collaborate with GMS and Opco SCM BPs to develop and implement an integrated Technology sourcing strategy
        • Ensure fulfilment of Opco requirements, and optimisation of catalogue services Drive training needs assessment based on service delivery / process changes
        • A primary stakeholder in the design and implementation of the Supply Chain strategy Accountable for support and coordination, provided by procurement CoE specialists to Opco BPs (Business Partners), GMS and SSH
        • Oversee management of master data elements and business intelligence (BI) reporting
        • Work closely with Opco board, group procurement in setting up the SCM team in Opco, sharing of best practice for SCM related activities, incorporating and aligning SCM policies for OpCo with global policies, automating initiatives for the SCM process
        • Ensure functional and technical training of the team and performance evaluation

        Education:

        • Bachelor’s degree in Supply Chain Management and / or equivalent
        • Post graduate degree in Supply Chain Management and / or equivalent
        • professional qualification (preferred)

        Experience:

        • 10 – 12 years relevant working experience in SCM
        • 10 – 12 years of relevant working experience in sourcing in the SCM domain
        • 6 years of relevant working experience in commercial sourcing in the SCM domain
        • 6 years of experience in senior position
        • Experience in the service management of business operations
        • Experience in procurement / sourcing
        • Experience in leading change / transformation (SCM)
